ACCESS provides services to a variety of different customers, inclucing public school districts, educational service centers, career and technical centers, parochial schools, public community schools, and private schools. These customers are separated into members and non-members, as defined below.
- Members. These are public school districts who are members of the ACCESS Council of Governments. They enjoy reduced rates for their membership in ACCESS, and are part owners in ACCESS' assets, including the 325-mile fiber-optic network that runs through Mahoning and Columbiana counties.
- Non-Members. These are public community schools, parochial schools, and private schools who receive ACCESS' services, including fiber-optic network connectivity as well as application services, including student services, fiscal services, and library services.
